This is the Mitchell Center Screw from Shape, it's designed to be mount tripod heads to a mitchell base.
The 3724-3 Mitchell Center Screw from Vinten allows an MK-5 or Vector pan/tilt head to be mounted on a Mitchell base. The adapter includes a spider, wingnut and key, together with fixing hardware.
